Navalnaya Urges EU to Target Putin’s Allies, Not Ordinary Russians
Yulia Navalnaya has urged the EU not to impose a ban on tourist visas for Russian citizens. Earlier, media reports suggested that such a measure might be considered as part of the EU’s new sanctions package.
In response, the Anti-Corruption Foundation (ACF) submitted an official statement to European Commission Vice President Kaja Kallas.

In her post, Navalnaya called this proposal a “serious mistake,” emphasizing that sanctions should target those truly responsible for war and repression—oligarchs, security officials, propagandists, and other accomplices of the regime.
“Vladimir Putin is not all of Russia. Sanctions should hit the system, not ordinary citizens,” Navalnaya emphasized.
In its statement, the ACF also stressed the importance of clearly distinguishing between the regime and ordinary Russians.
